Fix for bug #10199. This bug is actually a bug in SharePoint. My fix is technically a workaround.
What's happening is SharePoint will reassign any ds:itemID in a document package \customXml folder if the string is not in this format “{xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxx}”.
The tool previously did not have the brackets which caused SharePoint to assign a new value therefore breaking the link to the surface controls and causing Word to fail on open.
This is a bug in SharePoint because the schema does not require ds:itemID to look a particular way.
